    Because every patient is a customer, and that customer is a victim of imperfect search--you can't know when you'll get sick, what you'll have, and if it's urgent, you can't price shop, and even if you could, you'd need a level of expertise--not just in medicine, but also in pricing and patient care quality--that you simply don't have time to acquire. In other words, you're powerless as a customer, and on the other side of the table are deep-pocketed, knowledgeable sellers who collude. The insurers get a cut, the hospitals get a cut, the medical suppliers get a cut, and so does big pharma. They're all making bank. It's not a free market if the customer can't walk away. There are no substitutes for an appendectomy, for example, and you're not in a position to haggle when it happens. Health care is a utility, like water or the fire department. It's an outrage that it was ever considered a free market good, and our shortfalls on all fronts--cost and care--relative to other first-world countries continues to be an embarrassment, because we haven't had the political will to move to their far better solutions.

    So, I have confirmed with my local Senator that they get ins. Through the DC exchanges. Also, they were the original beta test for the exchanges online, and the concept in general. This program is "in addition to" their regular coverages, and with the number of people in it, it's kind of like Aflac, but instead of them getting the check, the Dr's who are "on call" get the $. Interesting enough, if this were the case, it would be a example of single payer.. How it would work, the structure you need to support it, stats on how often each specialist were used, etc. That being said.. Could they be piloting universal Healthcare and not even know it/realize it? Someone manages the money in/out. If it's federally run, then perhaps someone who wanted some data has it/has access to it for the public to see and I bet there are some experts who could chime in...

    I have no problem with there being incentive for public officials, but make ot affordible for all, or use thw coverage you implement for the masses to use.
