Hemp can be turned into plastic, and fuel and many other things like clothes, bricks for houses, paper, fabric etc.
Henry Ford's first car was made from hemp plastic and ran on hemp fuel. But the big polluting industry didn't want that and made hemp /cannabis illegal until know when people finally start waking up and it slowly gets legal again and used in many ways for healing and the rest!

There is no way to prevent any dust or bacteria away from the surface unless its kept in a container, be it bag or box or bottle.....
Not to mention that it will burst under excessive pressure so you still need a container to protect it from bursting...lol....lol.....lol....
These water bubbles have to be produced in factories, then PACKAGED (for hygienic reasons & to avoid them bursting in transport/storage). Correct me if I’m wrong, but isn’t the point to ELIMINATE UNNECESSARY PACKAGING?? This completely misses the mark.
Instead, just use a refillable bottle & water from the tap. Avoid the novelty & hype of a completely unnecessary product.
