What Happened That Night?

The incident took place at around 11:30 pm on Sunday, 6 September, in Kilokari village in southeast Delhi.

According to police and accounts cited by local reports, Singh went downstairs and objected to a group of men making noise and creating a disturbance outside his home. Some of those involved were reportedly associated with nearby eateries and delivery work.

An argument followed and the confrontation allegedly turned violent.

Police said Singh sustained serious injuries in the assault. CCTV footage from the building later showed the group leaving the premises after the incident. Singh's family took him to a hospital in Okhla, where he died during treatment in the early hours of 7 September.

Delhi Police received a PCR call about the assault at 1:38 am on 7 September.

The immediate trigger being investigated is the dispute over the disturbance outside Singh's home. Reports have also referred to drinking in the area.

Who Was Chongtham Vikram Singh?

Singh was a guitarist, music teacher and one of the early figures in Manipur's rock music scene.

He was associated with bands including Ultra Vires, Phoenix and Eastern Dark. His time with Phoenix in the 1980s placed him among musicians who helped shape Manipur's early rock culture.

After moving to Delhi, Singh continued working in music and had been teaching students privately for years.

He also came from a prominent musical family. His mother, Chongtham Kamala, is a well-known Manipuri singer. Singh's death has therefore also been felt within Manipur's wider music community.

Why Has The Case Sparked Outrage?

Singh's death has prompted anger among Northeast communities in Delhi, with groups calling for a swift and impartial investigation.

A candlelight march was held in Kilokari on 7 September, with participants demanding action against those responsible.

Political leaders across parties have also reacted.

Congress leader Rahul Gandhi questioned the safety of people from the Northeast living in Delhi and called for a swift investigation. Meghalaya Chief Minister Conrad Sangma and other Northeast leaders also condemned the incident.

There have also been concerns about whether Singh's identity as a person from the Northeast played any role in the attack.

However, Delhi Police have not established a racial motive at this stage. The circumstances and motive remain part of the investigation.

What Has The Police Done?

Delhi Police registered a case under Sections 103(2) and 3(5) of the Bharatiya Nyaya Sanhita. Section 103(2) concerns murder committed by a group of five or more people acting together in circumstances specified under the provision, while Section 3(5) deals with acts carried out by several people in furtherance of a common intention.

Seven adults have been arrested. They have been identified as Bharat Kumar, Pramod, Ramzan Khan, Vijay, Deepanshu, Mohan Vishwakarma and Mannu. A 15-year-old boy has also been apprehended. Police said some of the adults worked as delivery or packaging workers at nearby eateries, while another worked at a pizza kiosk.

Investigators have relied on CCTV footage, technical surveillance and local intelligence to trace those allegedly involved.

The police investigation is now focused on establishing exactly how the confrontation unfolded and the role allegedly played by each person.
