RSS gets foreign funding: Opposition MPs want FCRA Bill withdrawn

The Centre agreed to send the FCRA Bill to a joint parliamentary committee for review amid the Opposition's allegations that it's anti-minority.

The Foreign Contribution (Regulation) Amendment Bill 2026 was referred to a Joint Parliamentary Committee (JPC) on 12 August after opposition MPs protested against its provisions in the Lok Sabha. The motion was moved by MoS Home Nityanand Rai through a voice vote. The 31-member JPC will submit its report on the last day of the first week of the winter session. The FCRA Amendment Bill 2026 proposes a designated authority to take control of assets belonging to NGOs whose FCRA licences are cancelled, surrendered or lapsed. It also proposes rules on fund utilisation, assets during licence suspension, penalties and government approval for investigations. The bill was first introduced in the Budget session but was deferred on 1 April amid opposition from political parties and Christian leaders in Kerala.
