The alleged use of pellet guns during the 20 July "Sansad Chalo" protest in Delhi has brought India's crowd-control rules into focus. Protesters alleged pellet gun injuries, while Delhi Police denied using them. However, a police diary entry reportedly stated that RAF personnel fired two rounds of plastic pellets on the directions of a DCP-rank officer. India's 2012 crowd-control Standard Operating Procedure (SOP), obtained through the RTI Act, directs police to first use persuasion, warnings, lathi charges, water cannons and tear gas. The SOP does not include pellet guns as an approved crowd-control measure. A separate SOP for Jammu and Kashmir permits pellet guns only after other non-lethal methods fail, with instructions to aim below the waist. The matter is now before the Supreme Court after petitioners sought a ban on pellet guns for civilian crowd dispersal.
