For Bihar’s teacher aspirants, getting a government teaching job has become about more than clearing an examination.

The fourth phase of the state’s teacher recruitment drive, TRE-4, has been awaited for months. While the recruitment process is now moving forward, protests around teacher recruitment have continued, with candidates raising questions about delays, eligibility, exam rules and what they see as problems left over from earlier recruitment phases.

The Education Department had earlier sent a requisition for 32,388 teacher posts to the Bihar Public Service Commission (BPSC). The commission’s current exam calendar, however, lists 46,595 vacancies for TRE-4, including posts under the Education Department and the SC/ST Welfare Department.

So, what exactly is TRE-4, and why has it become a flashpoint for teacher aspirants in Bihar?

What Is TRE-4?

TRE-4, or the fourth Teacher Recruitment Examination, is the latest phase of Bihar’s recruitment drive for government school teachers conducted by the BPSC.

The recruitment process began with TRE-1 in 2023, followed by TRE-2 later that year and TRE-3 in 2024.

The number 32,388 that has been widely reported refers to the requisition sent by the Bihar Education Department to the BPSC. The BPSC’s current exam calendar lists 46,595 vacancies for TRE-4 overall, so the two figures should not be treated as contradictory without looking at the departments covered.

The recruitment is therefore significant for thousands of candidates who have been preparing for government teaching jobs and waiting for the next opportunity.

Why Have Teacher Aspirants Been Protesting?

The anger did not begin with the latest notification.

Aspirants have been protesting for months over the delay in starting TRE-4 and concerns about the recruitment process. In May, candidates marched in Patna demanding the release of the TRE-4 notification, with the protest also involving questions about the recruitment pattern and domicile policy.

There has also been a separate but related concern over the State Teacher Eligibility Test, or STET.

In August, STET aspirants protested outside the Bihar School Examination Board office in Patna, demanding that the STET examination be conducted before the TRE-4 recruitment so that eligible candidates could get an opportunity to qualify.

For these candidates, the timing matters. A delayed eligibility examination can affect who is able to participate in a subsequent teacher recruitment process.

What Happened During TRE-3?

One reason the recruitment process has become particularly sensitive is what happened during TRE-3.

The BPSC had conducted the third phase of the teacher recruitment examination on March 15, 2024. The examination was subsequently cancelled following allegations of a question-paper leak.

The BPSC then scheduled a re-examination from July 19 to July 22, 2024. Around 3.75 lakh candidates had appeared for the March 15 examination.

The episode added to concerns among aspirants about the reliability and timelines of the recruitment process.

TRE-3 itself eventually moved ahead after the re-examination, but the episode remains part of the background to the mistrust surrounding subsequent recruitment drives.

What Are Aspirants Asking For?

The demands have varied across different protests and groups, rather than forming one single list.

Some candidates have demanded that the TRE-4 notification be released without further delay. Others have raised concerns about the recruitment pattern, domicile rules and the treatment of candidates from Bihar and outside the state.

STET aspirants have separately demanded that the eligibility examination be conducted in time for candidates to participate in TRE-4.

There are also wider concerns about delays in government recruitment and the uncertainty faced by candidates who spend months preparing for competitive examinations without a clear timeline.

That is why the protests cannot be reduced to a single disagreement over the number of vacancies.

Why Does The TRE-4 Notification Matter?

For an aspirant, a recruitment announcement is only the beginning.

There is still an application process, examination, evaluation, results, document verification and eventually appointment.

The experience of earlier recruitment phases has made candidates particularly sensitive to delays at any of these stages.

TRE-3, for example, had to be re-conducted after the March 2024 examination was cancelled.

The bigger concern for aspirants is therefore whether the recruitment process will follow a predictable timeline from examination to appointment.

What Happens Next?

The focus now shifts from the announcement of TRE-4 to the actual recruitment process.

Candidates will be watching the application schedule, examination dates, eligibility requirements and subsequent result and appointment timelines.

The BPSC's current examination calendar lists the TRE-4 written examination for 22 September to 27 September 2026, although the calendar itself describes its dates as tentative.

For aspirants, the expectation is simple: a recruitment process that is clear, transparent and completed without the kind of disruptions that affected earlier phases.
