India recorded 29,536 reported rape cases in 2024, according to the National Crime Records Bureau's Crime in India 2024 report. It also recorded 4,41,534 crimes against women.
Against this backdrop, a case involving a 16-year-old in Greater Noida has raised questions about safety on public transport.
The teenager reportedly boarded a sleeper bus during heavy rain. What followed during the journey towards Delhi is now the subject of a police investigation.
Here is what is known about the case, the police action, and what the law says.

How It Started
The incident reportedly took place on the night of 4 August 2026.
According to police sources, the teenager, who was from Mainpuri in Uttar Pradesh, had travelled towards Noida to meet her cousin.
Amid heavy rain and darkness, she reportedly got off at Pari Chowk in Greater Noida by mistake.
An empty sleeper bus then passed through the area.
The girl reportedly signalled the bus to stop. The driver, identified in reports as Kuldeep, and conductor, identified as Sandeep, allegedly told her that they were going towards Noida's Sector 63 and offered her a ride.

What Happened?
According to the teenager's statement as reported by police, the conductor allegedly began making sexual advances soon after the bus started moving.
She alleged that both men then raped her and threatened to kill her when she resisted.
The bus was not carrying passengers at the time.
It travelled roughly 47 kilometres, from the Pari Chowk area towards Kashmere Gate in Delhi.
Reports said the sleeper bus had curtains around its berths. Police are investigating whether these curtains helped conceal what was allegedly happening inside the vehicle.
The bus eventually reached the Kashmere Gate area.
The teenager was allegedly abandoned near Ring Road, close to the Kashmere Gate bus terminal, before the two men left.
She then approached the Kashmere Gate police and reported the incident.

What Is the Police Action
Delhi Police arrested the driver and conductor after the complaint.
The two accused were reportedly traced to a bus parking area in Timarpur.
Police also seized the sleeper bus and sent it for forensic examination. Investigators are expected to examine the vehicle and other available evidence as part of the probe.
Police sources also said the bus had earlier developed a fault and had been taken to a workshop in Surajpur, Greater Noida, for repairs.
After the repairs, the driver and conductor were reportedly taking the empty bus towards Timarpur when they encountered the teenager at Pari Chowk.
The allegations are still subject to investigation and judicial proceedings. The accused are presumed innocent unless proven guilty in court.
What the bus revealed about safety gaps
The bus had eight challans in July, including five in Mathura, mostly for speeding. One carried a Rs. 23,000 fine for allegedly operating without a valid permit, taking the total fines to Rs. 54,000. Police also found that the travel company had not conducted background checks on the driver and conductor before hiring them.
The sleeper bus had curtains around the berths, limiting visibility, while its CCTV system was reportedly not working as the vehicle was undergoing renovation. Following the case, Delhi ordered stricter safety rules for all buses operating in the city, including interstate buses. These include working panic buttons and vehicle-location tracking devices, no curtains, verified bus staff, working fire extinguishers and first-aid kits, valid fitness certificates and designated boarding and dropping points.
Bus crews have also been directed to inform police immediately if a woman passenger faces harassment or another offence and take the bus to the nearest police facility.

What The Accused’s Family Said
The families of the arrested bus staff have denied the allegations and claimed that Kuldeep was being falsely implicated in the case.
Speaking to ANI, Kuldeep’s mother said her son was “completely innocent” and alleged that he was being framed because of a personal dispute linked to the recent murder of her husband. She said her husband was killed around two months ago and suspected that the same people could have implicated her son. She also appealed to the government to intervene, saying the family had young children and did not have the means to travel to Delhi.
Kuldeep’s wife also rejected the allegations. She said that her father-in-law had been murdered two to three months earlier, after which Kuldeep stayed home for about a month. According to her, he then drove for around 10 to 15 days before returning home again.
She also said Kuldeep had been driving for 10 to 15 years without any trouble and that they had a 16-year-old daughter and an 11-year-old son. She maintained that her husband was being falsely implicated and could not have committed the alleged offence.
The family's claims are part of the defence being put forward after the arrests. The allegations against Kuldeep and Sandeep remain under investigation, and their guilt or innocence will ultimately be determined through the judicial process.

What Does The Law Say?
Because the survivor is 16 years old, the case involves both general criminal law and the Protection of Children from Sexual Offences Act, 2012, commonly known as POCSO.
Under the current Bharatiya Nyaya Sanhita, 2023, Section 70 deals with gang rape. When the survivor is below 18, Section 70(2) provides for life imprisonment for the remainder of the offender's natural life, or death, along with a fine, if the accused is convicted.
POCSO separately protects anyone below 18 from sexual offences. It also provides for aggravated forms of penetrative sexual assault and a system of Special Courts for such cases.
The law therefore recognises that a child cannot be treated in the same way as an adult survivor in sexual-offence cases.

From Nirbhaya To 2026: What Has Changed?
The questions around this case echo those raised after the 2012 Delhi gang rape and murder of Nirbhaya.
That case triggered nationwide protests and led to the Justice J.S. Verma Committee. Parliament subsequently passed the Criminal Law (Amendment) Act, 2013, which expanded the legal framework dealing with sexual offences and introduced or strengthened provisions relating to offences such as stalking, voyeurism and sexual harassment.
Further changes followed in 2018, including stricter punishment for rape of girls below 12.
The government also created the Nirbhaya Fund for women's safety initiatives.
Yet the question remains bigger than punishment.
The 2024 NCRB data recorded 4,41,534 crimes against women and 29,536 rape cases. The data also showed that in 96.8% of reported rape cases, the accused was known to the survivor.
That makes public transport only one part of the safety debate.
The Greater Noida-to-Delhi case raises another question: what happens when a person who appears to be offering help is allegedly the person who causes harm?
