The exchange is part of the longstanding panda diplomacy relationship between China and Japan. China practices panda diplomacy by loaning or gifting giant pandas to other countries as a sign of friendship and goodwill. The final public viewing of the popular panda twins Xiao Xiao and Lei Lei will be held on Jan. 25, 2026.
