In 2024, India recorded 40,434 cases of penetrative sexual assault against children under the POCSO Act, involving 40,846 victims, according to NCRB data. Of these, 21,411 victims were aged 16 to 18 and 15,444 were aged 12 to 16.
A case involving a teenage girl has now been reported from Delhi’s Swaroop Nagar.
Her body was found in an open field after locals reportedly saw dogs feeding on it, following which police began an investigation.
The case has since led police to four people, including three minors.
What happened, how did police trace those allegedly involved, and what legal action has followed?

How It Started
According to investigators, the girl went to meet a 17-year-old boy she knew on Friday evening.
Police said the boy was apparently her friend and that his three other friends later joined them.
Investigators said the group was travelling in a tempo. The police are still establishing exactly where the sexual assault took place. Officers have told the media that the suspects allegedly raped the girl and later took her to a field, where she was stabbed multiple times.
Police have said the victim threatened to report the assault. Investigators are examining the individual roles of each accused and are still verifying the sequence through forensic and technical evidence.
The Body Was Found Two Days Later
The case came to light on 13 September, when residents alerted police after seeing dogs and other animals attacking a body in a field near Kushak Road in Swaroop Nagar.
The body was badly decomposed and mutilated. Police said the girl's face was not recognisable and one hand was separated from the body.
A medical examination later confirmed rape, while investigators found multiple stab wounds. Police said the body had apparently been dumped in the field and covered with leaves and mud.
The girl's family had not filed a missing-person report. Police said her parents were unaware that she had gone out and told investigators that she would sometimes leave home and return after a few days.

How Police Traced The Accused
With no apparent eyewitness, investigators turned to CCTV footage.
Police scanned more than 50 cameras around the field and adjoining routes. One clue stood out: a tempo moving near the area around the suspected time of the crime.
The vehicle's registration number was initially difficult to read because of darkness. Investigators then tracked its movement across different CCTV locations and identified the tempo.
Police questioned its driver and learnt that his 17-year-old brother frequently used the vehicle. The investigation then led officers to four suspects.
A night-long search operation between 15 and 16 September helped police trace the tempo in Khadda Colony, Swaroop Nagar. Four people were subsequently apprehended.
The accused have been identified by police as Shivam Ganesh, 19, and three minors aged 16 and 17. Police have recovered two knives, clothes allegedly worn by the accused and the tempo. The investigation is continuing.

What Happens Legally Now?
Police have registered a case under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the POCSO Act, including murder, rape and causing disappearance of evidence.
Under POCSO, anyone below 18 is legally a child. Gang penetrative sexual assault against a child is classified as aggravated penetrative sexual assault. The law specifically includes gang assault within Section 5, while Section 6 provides the punishment for aggravated penetrative sexual assault.
The three accused who are minors will be dealt with under the juvenile justice system. Their exact legal treatment will depend on the proceedings before the competent authorities and court.
The investigation is also not over. Police have said they still need to establish the complete sequence, determine each accused person's role and verify forensic and technical evidence.
The Bigger Debate
Crimes involving sexual violence against minors and women continue to be reported, with recent cases involving teenage girls bringing the issue into focus.
On 4 August, a 16-year-old girl was allegedly gang-raped inside a bus in the Greater Noida area. The driver and conductor were later arrested, and the NHRC sought a report from the authorities.
Now, Delhi's Swaroop Nagar is investigating another case involving a 16-year-old girl, with four people, including three minors, apprehended over allegations of gang rape and murder.
The cases involve different circumstances, but both concern teenage victims and serious allegations of sexual violence.
